Study residence permit

Non-EU/EEA foreign nationals who arrive in Italy to enrol/register at the University, or anyway holding a visa type D, must apply for a Residence permit within 8 working days of entering Italy (Legislative Decree no. 286/98).

To collect and correctly fill in the application form for the residence permit, they can contact assistance offices (Patronati), which provide free assistance, by booking an appointment. Alternatively, non-EU citizens can go to authorised Post Offices to collect the yellow envelope containing the application KIT.

Before going to the assistance offices (Patronati) they must have:

Voluntary registration with the Italian National Public Health Service

Registration must be carried out at the Health District in Via Garibaldi 198, Pisa.

The student registration fee for the current year is EUR 700. Registration is only valid until 31 December of each year, regardless of the registration date, and must be renewed annually.

To pay the registration fee you must use the form F24 by entering these details: PAYMENT CODE: 8846; REGION CODE: 17; REFERENCE YEAR: 2025.

The fee cannot be split and is related to the period from 1 January to 31 December (thus irrespective of the subscription date).
Remember to keep the post office receipt of the payment: you will need it to register with the ASL (local health agencies) and choose a general practitioner.

Private health insurance

It must not involve limitations or exceptions regarding the rates set for urgent hospitalisation for its entire duration (so limits, for example, of EUR 30.000 or EUR 40.000 or EUR 60.000 for hospitalisations should not be provided).

The Questura accepts, for example, private health insurance coverage provided by Waitaly, which costs EUR 135.00 for one year.

Documentation for completing the residence permit application form

  1. Passport
  2. Copy of the passport pages containing personal data and the page with the entry visa and the entry date stamp placed at the border upon entering Italy
  3. A EUR 16 revenue stamp – to be purchased at tobacconists or Post Offices
  4. An unexpired type D study visa is sufficient to send the application kit for the issuance of the residence permit to the Post Office.
    At the next appointment at the Questura, you will need to bring the Certificate of Enrolment at the University of Pisa: you can download it from the Alice Portal when you have completed your enrolment at the University of Pisa; If you are a non-EU Erasmus, exchange or visiting student, you must obtain a letter of acceptance from your university department with the period of stay
  5. Health insurance policy or health insurance
  6. Certificate of scholarship allocation (if obtained) or proof of having adequate financial resources for the entire period of stay in Italy. The minimum amount required is EUR 468.10 per month for each month of the academic year. This availability must be proven through remittances, bank deposits or current accounts (by requesting a bank statement from your own bank)

  8. Documentation concerning accommodation in Pisa. When submitting your application at the Post Office, you can attach a temporary document, e.g. a hotel reservation, but for the appointment at the Questura you must bring the rental contract and its registration at the Tax Office (Agenzia delle Entrate) or the declaration of hospitality, or a document issued by the DSU accommodation, if you have won it.

Please note: copies of some of these documents must be included in the residence permit application kit.

Once the application kit has been completed, it must be sent by post through a Post Office, which will issue two receipts:

The two receipts are very important because they prove that the residence permit application kit has been submitted correctly and ensure the legality of the stay.

On the Immigration Portal, by accessing with the password and the ID from the post office receipt (do not enter the hyphen), you can check the status of the residence permit application and see if any documents are missing.

If the document is ready, the address of the Office for collection will be provided as well.

Costs

EUR 16.00 for the revenue stamp;
EUR 30.00 when sending the Application to the Post Office;
EUR 70.46 for the payment slip enclosed with the application for a residence permit issued up to a year.

The post office receipt for the appointment at the Questura and the receipt for the payment of public (not private) health insurance allow you to go to a Health District to choose a general practitioner: you will be entitled to all services for free and then you can collect your health card.

Integration Agreement

It is an agreement between the Italian State and the foreign national entering Italy for the first time. You will sign it at the appointment at the Questura.

By signing the agreement, you undertake to achieve specific integration goals within the validity period of your residence permit, also by attending a civic training session and an informative session on life in Italy.

Withdrawal from studies and new enrolment

If you are a student who has arrived in Italy with a study visa and who is already enrolled at an Italian university, and you request to withdraw from studies in order to re-enrol at the same or another university, you will not be able to use the specific residence permit for study issued for your previous enrolment and you will need a new study visa.

Renewal of the study residence permit

Residence permits for study purposes are renewed for students who:

For serious health reasons or reasons of force majeure, if duly documented, the residence permit can also be renewed for a student who has passed only one assessment, without prejudice to the total number of renewals.

Residence permit renewals cannot be issued for more than three years beyond the duration of the study course.

The residency permit can be further renewed to obtain a postgraduate or a doctoral degree, for the entire duration of the course, renewable for one year (art. 46, paragraph 4, Presidential Decree 394/99).

The application for renewal must be submitted before the permit expires. The costs and procedures for renewal are the same as for the first application for the residence permit.
