This webinar will present the efforts of the IAEA’s International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO) to strengthen competencies in strategic planning for sustainable nuclear energy, with particular focus on its Model Curriculum for university-level education.

While many universities offer strong nuclear science and engineering programmes covering core technical disciplines such as reactor technology, reactor physics, thermal hydraulics, safety, fuel cycles, materials, radiation protection and related areas, the long-term sustainability of nuclear energy systems requires a broader set of competencies. Strategic planning for nuclear energy involves not only technical considerations, but also economic, environmental, infrastructure, waste management, safety and institutional dimensions. Developing such interdisciplinary competencies is essential for countries seeking to introduce, expand or optimize nuclear energy programmes in a sustainable manner.

To address this need, INPRO has developed a Model Curriculum on Strategic Planning for Sustainable Nuclear Energy. The curriculum is designed to provide students and young professionals with both conceptual understanding and practical skills in long-range nuclear energy planning, scenario analysis and sustainability assessment of nuclear energy systems. It introduces learners to the INPRO methodology, which supports comprehensive assessments across six key areas: economics, infrastructure, waste management, environment, safety, and proliferation resistance. It also familiarizes participants with INPRO’s analytical tools used to support national energy planning and decision-making.

Maxim Gladyshev, International Atomic Energy Agency (IAEA)
• Task Lead responsible for dialogue, outreach, and capacity building activities in the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO), IAEA.
• 30+ years of experience in the nuclear field.
• Previously project manager in the IAEA’s Nuclear Knowledge Management (NKM) Section, responsible for product and tools to support NKM; Mr Gladyshev was the project lead for developing and deploying the IAEA Learning Management System.
• Prior to this: engineer, researcher, and head of laboratory, Kurchatov Institute, Moscow, Russia (20 years).
• Education: Nuclear engineer, Moscow Engineering Physics Institute (MEPhI), Russia.

Andrei Kosilov, International Expert in Nuclear Energy
• Dr Andrei Kosilov has a broad range of experience in nuclear engineering, including 18 years as the staff member of the International Atomic Energy Agency.
• Areas of experience: knowledge management for nuclear industry including nuclear education, nuclear infrastructure development, human resources development, training for NPP personnel including training simulators, NPP instrumentation and control, human-machine interface issues, computerization of operation and maintenance of NPPs.
