The Free Mover programme is dedicated to international students who do not participate in an exchange programme, such as Erasmus or an agreement between universities, but choose on their own initiative to attend courses at the University of Pisa by independently organizing their study period in Italy.

Who can participate?

In order to participate you must:

• possess a non-Italian citizenship;
• have obtained a high school diploma overseas OR
• be enrolled in a degree course at a foreign university OR
• have obtained an academic degree from a foreign university.

For how long?

Applicants to the Free Mover programme have the possibility to choose single courses of a bachelor’s, master's degree or long-cycle degree course for one semester or one academic year with the following limitations:

• Courses up to a maximum of 30 credits can be requested for one semester
• Courses up to a maximum of 60 credits can be requested for one academic year.

Deadlines for submitting the application to participate in the Free Mover programme

FROM 1 TO 30 JUNE 2024

• For the request to attend courses of the first semester (September 1^st - February 1^st)
• For the request to attend courses for one academic year (September 1^st - July 31^st)
• For the request to attend courses of bachelor’s degree in english "Management for Business and Economics" (check the information in the Special Cases section below)

FROM 1 TO 31 OCTOBER 2024

• For the request to attend courses of the second semester (February 1^st - July 31^st)

Costs of the Free Mover programme

• Enrolment fee for one semester: 416.00 euros
• Enrolment fee for one academic year: 716.00 euros

Enrolment procedure

Applicants have to:

1. choose the courses of interest on this portal of the University of Pisa;
2. fill in the application form for the Free Mover programme;

It is possible to choose courses belonging to bachelor's, master's and long-cycle degree programmes bearing in mind that:

1. enrolment in courses belonging to restricted-access study courses is subject to prior authorization by the Council of the relevant study course;
2. enrolment in courses belonging to free access study programmes requires prior checking of the application form by the International Office.

Applicants who will be admitted to the Free Mover programme will receive a letter of acceptance to the email address they have indicated in the application form.

In case the candidate admitted to the program is in possession of a Non-EU citizenship and needs Visa type D for study reasons to enter Italy, before being able to enroll at the University of Pisa through the Alice portal, the candidate will have to register and pre-register on the Universitaly ministerial portal by uploading, in addition to the required documents, also the letter of acceptance to the Free Mover programme.

Once the University of Pisa has evaluated and validated the pre-enrolment application on the Universitaly portal, the candidate can contact the competent Italian diplomatic office, which he/she will have indicated on the Universitaly portal, in order to proceed with the study visa request. The University of Pisa cannot enrol Non-EU citizens who have entered Italy with a tourist visa on its courses.

ARRIVAL IN ITALY

Non-European citizens, if without a second EU citizenship, must apply for a residence permit within 8 working days of their entry into the national territory.

To enrol in individual courses as a Free Mover it is necessary to register online at the Alice portal by entering your personal data and then make an appointment with the WIS! service (Welcome International Students!) via electronic agenda.

At the time of enrolment, the following documentation must be presented:

• copy of passport or identity card;
• residence permit or copy of the postal receipt certifying the forwarding of the request for the release of the permit (only for non-EU citizens);
• receipt of payment of the university fee of €416 for enrolment in one semester or €716 for enrolment in the entire academic year;
• ONE of the following documents translated into Italian or English:
  • if you have a high school DIPLOMA: certificate of graduation issued by the foreign school on letterhead stationery;
  • if you are ENROLLED IN A COURSE OF STUDY in a foreign university: certificate of enrolment issued by the foreign university on letterhead stationery;
  • if you are a GRADUATE from a foreign university: degree certificate issued by the foreign university on letterhead stationery.

Knowledge of the Italian language

For access to courses in italian through the Free Mover programme, certification of knowledge of the italian language is not required as in the case of enrolment in a study programme, but at least level B1 competence in the italian language is strongly suggested in order to follow the courses with profit and relate to the city context.

The University Linguistic Center (CLI) organizes italian language courses from a basic level (A1) to an advanced level (C1) which free mover students can attend by paying a discounted rate.

Exceptional cases

• Bachelor's degree course in English in Management for Business and Economics

The bachelor’s degree course in english with restricted access "Management for Business and Economics" has limited access to its courses to a maximum number of 4 participants in the Free Mover programme per academic year.The degree course will evaluate applications for admission to its courses and admitted candidates will be notified in August.

Master's degree course in Veterinary Medicine

The Council of the Master's degree course in Veterinary Medicine has decided (resolution n. 89 of 07/10/2014) not to participate in the Free Mover programme because it only admits students who have passed the admission competition in Italy or who have applied for transfer from other italian offices.

• Bachelor's degree course in Tourism Sciences – Master's degree programme in Planning and Management of Mediterranean Tourism Facilities

Free Mover students who will be admitted to the degree course in Tourism Sciences and the Master's degree programme in Planning and Management of Mediterranean Tourism Facilities, in addition to enrolment fees for the Free Mover programme, will have to pay 25 euros for each training credit for supplementary services provided by the Lucca Campus Foundation.

• Master's degree course in Dentistry and Dental Prosthesis

The Council of the Master's degree course in Dentistry and Dental Prosthetics has decided (resolution n. 4 of 10/10/2014) not to accept Free Mover students, as they are not affordable by the degree course.

• Long-cycle degree course in Primary Education Sciences

The Council of the long-cycle degree course in Primary Education Sciences has decided not to participate in the Free Mover programme due to the peculiarities of the qualifying training course.

• International Programme in Humanities (IPH)

The courses of the International Programme in Humanities (IPH) can not be attended through the Free Mover programme.

Rights, duties and services

Free mover students will have to personally find accommodation during their stay in Pisa.

The student of the Free Mover programme:

• has the right to take exams and acquire the related training credits (ECTS);
• will have to personally organize the stay in Pisa (food, lodging, health assistance, etc.);
• can use the same services as students enrolled at the University of Pisa (access to university libraries, IT services and university canteens);
• can not apply for the scholarship provided by the regional company for the right to study because it is reserved exclusively for students enrolled in bachelor’s, master's and long-cycle degree programme at the University of Pisa.

Enrolment in the Free Mover programme cannot be repeated beyond the reference academic year and does not entitle to the issue of any final qualification. Those who are interested in obtaining a bachelor’s, master's or long-cycle degree from the University of Pisa must enrol in a study programme and follow the procedures and deadlines established by Italian law with reference to their citizenship, type of residence and stay on the national territory which can be consulted on the related web page Enrolment.

Possible subsequent enrolment in the study courses of the University of Pisa

Students of the Free Mover programme with Non-EU citizenship who hold a type D residence permit for study purposes and who, at the end of their period of study, wish to enrol in a bachelor’s, master's or long-cycle degree course of the University of Pisa, they can only do if they already have a STUDY Visa called STUDIO/IMMATRICOLAZIONE Università. The simple STUDY VISA is not sufficient for matriculation.Those who will get the required Visa will be able to request direct enrolment (without the passage of the pre-enrolment on the Universitaly portal  to the bachelor’s, master's and long-cycle degree courses of the University of Pisa, after checking the required documentation, according to the legislation in force and according to the admission procedures and deadlines established by the respective study programmes.

Durata

I candidati al programma Free Mover hanno la possibilità di scegliere singoli insegnamenti di un corso di laurea triennale o magistrale o magistrale a ciclo unico per un semestre o un anno accademico con le seguenti limitazioni:

• Per un semestre possono essere richiesti insegnamenti fino a un massimo di 30 crediti (CFU)
• Per un anno accademico possono essere richiesti insegnamenti fino a un massimo di 60 crediti (CFU)

Scadenze per la presentazione della domanda di partecipazione al programma Free Mover

DAL 1° AL 30 GIUGNO 2024

• Per la richiesta di frequenza di insegnamenti del primo semestre (1° settembre - 1° febbraio)
• Per la richiesta di frequenza di insegnamenti di un anno accademico (1° settembre - 31 luglio)
• Per la richiesta di frequenza di insegnamenti della laurea triennale in Inglese “Management for Business and Economics” (vedi informazioni nella sezione Casi particolari riportata di seguito)

• Per la richiesta di frequenza di corsi del secondo semestre (1° febbraio – 31 luglio)

• Costo di iscrizione per un semestre: 416, 00 euro

Procedura di iscrizione

I candidati devono:

1. scegliere gli insegnamenti di proprio interesse dal catalogo;
2. compilare il modulo di candidatura al programma Free Mover;
3. inviare il modulo di candidatura a Questo indirizzo email è protetto dagli spambots. È necessario abilitare JavaScript per vederlo. allegando una copia del passaporto.

È possibile scegliere insegnamenti appartenenti a corsi di studio triennali, magistrali e magistrali a ciclo unico tenendo presente che:

1. l'iscrizione a insegnamenti appartenenti a corsi di studio ad accesso programmato è subordinata alla preventiva autorizzazione da parte del Consiglio del corso di studio competente;
2. l'iscrizione a insegnamenti appartenenti a corsi di studio ad accesso libero necessita del preventivo controllo del modulo di candidatura da parte dell’Ufficio Internazionale.

I candidati che saranno ammessi al programma Free Mover riceveranno una lettera di accettazione all’indirizzo email che avranno indicato nel modulo di candidatura.

In caso il candidato ammesso al programma Free Mover sia in possesso di una cittadinanza non UE e necessiti di un visto di tipo D per motivi di studio per l’ingresso in Italia, prima di potersi iscrivere all’Università di Pisa tramite il Portale Alice dovrà registrarsi e pre-iscriversi sul portale ministeriale Universitaly caricando, oltre ai documenti richiesti, anche la lettera di accettazione al programma Free Mover.

Una volta che l’Università di Pisa avrà valutato e validato la domanda di preiscrizione sul portale Universitaly, il candidato potrà contattare la sede diplomatica italiana di competenza, che avrà indicato sul portale Universitaly, al fine di procedere con la richiesta di visto per studio. L'Università di Pisa non può iscrivere ai propri corsi cittadini non UE entrati in Italia con un visto turistico.

ARRIVO IN ITALIA

I cittadini non europei, se privi di una seconda cittadinanza comunitaria, devono richiedere il permesso di soggiorno entro 8 giorni lavorativi dal loro ingresso sul territorio nazionale.

Per l'immatricolazione ai singoli insegnamenti in qualità di Free Mover è necessario registrarsi on line al Portale Alice inserendo i propri dati personali e successivamente prendere un appuntamento con il servizio WIS! (Welcome International students!) tramite agenda elettronica.

Al momento dell’iscrizione è necessario presentare la seguente documentazione:

• copia del passaporto o della carta d'identità;
• permesso di soggiorno o copia della ricevuta postale che attesti l'inoltro della richiesta di rilascio (solo per cittadini non UE);
• ricevuta di pagamento della tassa universitaria di € 416 per l'immatricolazione ad un semestre o di € 716 per l'immatricolazione a tutto l'anno accademico;
• UNO dei seguenti documenti tradotti in italiano o in inglese:
  • se sei in possesso di un DIPLOMA di scuola superiore: certificato di conseguimento del diploma rilasciato dalla scuola estera su carta intestata
  • se sei ISCRITTO A UN CORSO DI STUDIO in un ateneo estero: certificato di iscrizione rilasciato dall'università estera su carta intestata
  • se sei LAUREATO in un ateneo estero: certificato di laurea rilasciato dall'università estera su carta intestata.

Conoscenza della lingua italiana

Per l'accesso agli insegnamenti in lingua italiana tramite il programma Free Mover non è richiesta una certificazione di conoscenza della lingua italiana come nel caso dell’immatricolazione a un corso di studio, ma è fortemente suggerita una competenza nella lingua italiana almeno di livello B1 per seguire i corsi con profitto e relazionarsi con il contesto cittadino.

Il Centro Linguistico d'Ateneo organizza corsi di lingua italiana da un livello base (A1) ad un livello avanzato (C1) che lo studente free mover potrà frequentare pagando una tariffa agevolata.

Casi particolari

• Corso di Laurea triennale in lingua Inglese “Management for Business and Economics”

Il corso di laurea triennale in lingua inglese ad accesso programmato “Management for Business and Economics” ha limitato l’accesso ai propri insegnamenti a un numero massimo di 4 partecipanti al programma Free Mover per anno accademico. Il corso di laurea valuterà le domande di ammissione ai propri insegnamenti e l’esito delle ammissioni sarà comunicato ai candidati nel mese di agosto.

• Corso di Laurea magistrale in Medicina Veterinaria

Il Consiglio del Corso di Laurea magistrale in Medicina Veterinaria ha deciso (delibera n. 89 del 10/07/2014) di non partecipare al programma Free Mover perché ammette soltanto studenti che abbiano superato il concorso di ammissione in Italia o che abbiano presentato domanda di trasferimento da altre sedi italiane.

• Corso di Laurea in Scienze del Turismo - Corso di Laurea magistrale in Progettazione e Gestione dei Sistemi Turistici Mediterranei

Gli studenti Free Mover che saranno ammessi a frequentare il corso di laurea in Scienze del Turismo e il corso di Laurea magistrale in Progettazione e Gestione dei Sistemi Turistici Mediterranei, oltre alle tasse di iscrizione al programma Free Mover, dovranno pagare 25 euro per ogni credito formativo per i servizi supplementari erogati dalla Fondazione Campus di Lucca.

• Corso di Laurea magistrale in Odontoiatria e Protesi Dentaria

Il Consiglio del Corso di Laurea magistrale in Odontoiatria e Protesi Dentaria ha deciso (delibera n. 4 del 10/10/2014) di non accettare studenti Free Mover, in quanto non sostenibili dal corso di laurea.

• Corso di Laurea magistrale a ciclo unico in Scienze della Formazione Primaria

Il Consiglio del corso di laurea magistrale a ciclo unico in Scienze della Formazione Primaria ha deciso di non partecipare al programma Free Mover per le peculiarità del percorso formativo abilitante.

• International Programme in Humanities (IPH)

I corsi dell'International Programme in Humanities (IPH) non possono essere frequentati con il programma Free Mover.

Diritti, doveri e servizi

Gli studenti Free Mover dovranno provvedere personalmente alla ricerca di un alloggio durante il soggiorno a Pisa.

Lo studente del programma Free Mover:

• ha diritto a sostenere esami ed acquisire i relativi crediti formativi (CFU);
• dovrà provvedere personalmente all'organizzazione della permanenza a Pisa (vitto, alloggio, assistenza sanitaria, ecc.);
• può usufruire degli stessi servizi degli studenti iscritti all'Università di Pisa (accesso alle biblioteche universitarie, ai servizi informatici e alle mense universitarie);
• non può richiedere la borsa di studio erogata dall’azienda regionale per il Diritto allo studio perché riservata esclusivamente agli studenti immatricolati ai corsi di studio triennali, magistrali e magistrali a ciclo unico dell'Università di Pisa.

L'iscrizione al programma Free Mover non è ripetibile oltre l'anno accademico di riferimento e non dà diritto al rilascio di alcun titolo finale. Coloro che fossero interessati ad ottenere un titolo accademico triennale, magistrale o magistrale a ciclo unico dell’Università di Pisa, devono immatricolarsi ad un corso di studio e seguire le procedure e le scadenze previste dalla legge italiana con riferimento alla propria cittadinanza, tipologia di residenza e soggiorno sul territorio nazionale che possono essere consultate nella relativa pagina web Iscriversi all'Università di Pisa.

Eventuale successiva iscrizione ai corsi di studio dell’Università di Pisa

Gli studenti del programma Free Mover con cittadinanza non UE che risultino titolari di un permesso di soggiorno per studio di tipo D e che, terminato il loro periodo di studio, desiderino immatricolarsi ad un corso di studio triennale, magistrale e magistrale a ciclo unico dell’Università di Pisa, potranno farlo solo se già in possesso di un visto STUDIO/ IMMATRICOLAZIONE Università. Il semplice VISTO PER STUDIO non è sufficiente per l’immatricolazione. Coloro che saranno in possesso del Visto richiesto potranno richiedere l'immatricolazione diretta (senza il passaggio della preiscrizione sul portale Universitaly) ai corsi di laurea triennali, magistrali e a ciclo unico dell'Università di Pisa, previa verifica della documentazione richiesta, secondo la normativa vigente e secondo le procedure e scadenze di ammissione stabilite dai rispettivi corsi di studio.

1) Increasing attainment levels to provide the graduates and researchers Europe needs

Continuing monitoring and improvement of teaching/learning/assessment on the basis of EHEA quality criteria and Tuning methodology will inform our efforts to keep our degree programmes up to date and up to the highest standards. In our view international mobility, whether Erasmus or analogous, truly does 'change lives and open minds' , bringing a richer understanding not only of one's academic/professional area, but also building citizenship. The expansion of mobility in all academic areas (and not only those where it is now most developed) will have strong and positive impact on attainment levels across the University.

2) Improving the quality and relevance of higher education

Again, quality and relevance can be ensured by continuous checking, up-dating of relevant competences and consultation with stakeholders. Our experience in Tuning and CoRe2 and other centralised Erasmus actions, have produced tools for quality improvement and for building quality culture. We intend to continue to collaborate with other key universities to extend and deepen the work already done. We will use the results of those projects to reformulate the Learning Outcomes of our present programmes, which will increase quality of programmes for mobile and non-mobile students.

3) Strengthening quality through mobility and cross-border co-operation

Most of our policy priorities include reinforcing the mobility of students and staff, especially to the less 'popular' destinations and from the departments that have developed mobility to a lesser degree, and the mobility of knowledge and insight through large-scale cooperative projects. In our view, for the reasons mentioned above, reaching our policy goals will impact on relevance and hence on quality.

4) Making the knowledge triangle work: Linking higher education, research and business for excellence and regional Development

The University of Pisa has an international (world/European); national and regional (Tuscany) as well as local role. It is already engaged in projects that link its teaching and research activities and enterprise not only in local incubators but also in the key world regions which it considers strategic, especially China, Central Asia and Latin America. We expect that participation in the new Erasmus programme, emphasizing professional and on-the job training alongside research and academic formation, and offering the bases to consolidate the higher education sides of the triangle with our non-European strategic areas, will give great and welcome impulse to the competiveness of our country, our micro-region and to Europe.

5) Improving governance and funding

As to governance and funding, we have explained above the organisational rationalisations that we have made and are pursuing in order to increase mobility and also to support the creativity of our staff in developing new directions for teaching/learning and research in an international context. The new phase of Erasmus will have impact on our organisational structures, not only for internationalisation – where it will consolidate the ability to act in a world context – but also, through administrative staff mobility and the introduction of new ways of consulting stakeholders, on other aspects of governance as well.

The University of Pisa has recently reorganised its internationalisation services. A recent Italian law abolished the 11 Faculties, now transformed into 20 new "departments", with key roles both in teaching and research. This has allowed a rationalisation of the roles of the various figures involved in internationalisation, gaining new energies both at the central and the department level.

Each Department now has a "CAI" ("Internationalisation Area Coordinator"), assisted by at least one administrative helper in order to manage the student, teaching and administrative staff mobility, and internationalisation in general.

In line with the University's active and proactive international stance, the central offices have been reinforced and reorganised. There are now two Pro-Rectors (one for Internationalisation in general and one for international communication). There are separate services for international promotion, for management of outgoing student mobility, for welcoming and assistance for incoming mobility (with native or fluent speakers of the most relevant languages). A central service is being set up to assist professors and researchers in responding successfully to European and generally international calls for research, teaching/learning and mobility projects.

Considering the importance of quality tools developed for mobility, the University of Pisa has implemented the automatic on-line delivery of the Diploma Supplement for all its graduates (it successfully applied for the DS label last year); and now a guided software interface to facilitate the timely publication of the ECTS course catalogue (it will apply for the ECTS label this year).

The University has joined Consortia of Universities to expand the choices of students interested in placement; it encourages students to enrol in the programmes taught in English offering special "packages" of services. It devotes a conspicuous sum of its own resources to co-financing Erasmus projects and mobility.

The University of Pisa has taken a key role in promoting European mobility since the first years of the Erasmus Programme, when it was a member of the ECTS Pilot Project. As a prestigious international university, whose role is that of promoting and enhancing the elaboration and transfer of knowledge at a level of excellence in an international framework, the University of Pisa has supported and participated not only in Erasmus mobility programmes since 1989, but also in Erasmus centralised actions and projects including Intensive Programmes, Curriculum Development programmes, Thematic and Academic Networks.

The University of Pisa is deeply committed to continuing this strategy and developing it further in the future phases of Erasmus. It salutes the opening of Erasmus to the wider world as an opportunity to coordinate and develop mobility between Europe and the world's other macro-regions, and to improve the tools that ensure the quality of that mobility. It has been since 2000 one of the promoters of the Tuning Process, in Europe, Latin America, Russia, Georgia and it is represented on the Tuning Management. At present it coordinates, from a scientific and academic point of view, the large-scale TuCAHEA Tempus Structural Measures project, which aims to create a Central Asian Higher Education Area aligned with the EHEA.

a) Partners: Its mobility partners have been chosen in several ways: as in most universities, through Erasmus, Socrates and the Erasmus LLP programme, some partnerships with like-minded universities have developed on the basis of personal links of professors and researchers who have wished to add a staff and/or student mobility dimension to their existing cooperation. Often however key partnerships have been established as a result of the shared commitment to the various networks and large-scale European projects which the University of Pisa has coordinated or been a partner of. Mobility partners are screened in practice for their correct and 'virtuous' use of ECTS. This has allowed the University of Pisa to build up through its many bilateral agreement a network of trusted Erasmus partners, in which all eligible countries are represented. Often this network is the result of the extension to new subject areas of existing agreements which have proved positive and of interest to the students.

b) Geographic areas: The University of Pisa began its Erasmus experience in the late '80s in the then context of 11 countries. At each opportunity to increase the number of partners in the Erasmus framework it has done so, first in western then in eastern and central Europe, and more recently in Turkey and with the newly eligible Balkan partners. At the same time, during the last two decades, it has developed its network of scientific and mobility agreements well beyond the countries eligible for Erasmus. Its geographic strategy has emphasized particularly some work regions, although agreements have been made for cooperation in research and teaching with other countries as well. In addition to its pan-European network of partners, it has emphasized partnerships with Latin America, China, Central Asia, North Africa and the United States. It has Erasmus Mundus partners in Africa, Asia, North-South America.These partnerships will form a basis for developments in the future Erasmus programme.

c) Objectives and target groups: The present Erasmus mobility has as its objective that of making it possible for all students (and professors) to engage in mobility if they wish, and to remove barriers to full use of the opportunities offered by Erasmus. In a large generalist university such as the university of Pisa, the strategy is not to give priority to any one disciplinary area or category of students, but rather to coordinate and extend the good practice established in the areas that have proved particularly active in Erasmus to the other subject areas. The subject areas of Humanities, Engineering, Natural, Social and Applied Sciences have consolidated particularly successful mobility programmes, for both the first and the second cycles. The key objectives are:

• To increase the incoming and outgoing student and staff mobility in the subject areas/departments where it is currently less develope.
• To increase the number of programmes taught in English, particularly in the scientific and technological are.
• To build up the mobility of non-teaching staff, which is particularly valuable in training the administrative support for internationalisation.
• To improve the support for incoming students in order to reach similar levels to that of outgoing students.
• To increase mobility of students of all cycles, teaching and non-teaching staff towards the more recent EU partners and countries newly eligible for Erasmus.
• To develop and use more effectively the tools for doctoral mobility.
• To develop more double and joint degree programmes with European and non-European partner.
