{"id":30662,"date":"2025-03-15T17:39:55","date_gmt":"2025-03-15T17:39:55","guid":{"rendered":"https:\/\/www.unipi.it\/about-us\/international-relations\/welcome-services\/entry-and-stay-information-for-non-eu-citizens\/sanita\/"},"modified":"2026-04-20T10:58:57","modified_gmt":"2026-04-20T08:58:57","slug":"healthcare","status":"publish","type":"page","link":"https:\/\/www.unipi.it\/en\/about-us\/international-relations\/welcome-services\/entry-and-stay-information-for-non-eu-citizens\/healthcare\/","title":{"rendered":"Healthcare"},"content":{"rendered":"<p><strong>Non-EU citizens<\/strong> (belonging to countries outside the\u00a0<a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/eu-countries_en\">European Union<\/a>\u00a0and the\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/schengen-area\/\">Schengen Area<\/a>)<b> <\/b>must purchase coverage for healthcare services and hospitalisation, which is necessary to obtain an <a href=\"https:\/\/www.unipi.it\/en\/about-us\/international-relations\/welcome-services\/entry-and-stay-information-for-non-eu-citizens\/student-entry-visa\/\">entry visa<\/a> to Italy and\/or a <a href=\"https:\/\/www.unipi.it\/en\/about-us\/international-relations\/welcome-services\/entry-and-stay-information-for-non-eu-citizens\/study-residence-permit\/\">residence permit<\/a>.<\/p>\n<p>There are two options:<\/p>\n<ul>\n<li>register with the National Health Service (SSN)<\/li>\n<li>take out a private insurance policy<\/li>\n<\/ul>\n<h2>Voluntary registration with the Italian National Health Service<\/h2>\n<p>It must be carried out at the Health District in Via Garibaldi 198, Pisa.<br \/>\nThe <a href=\"https:\/\/www.uslnordovest.toscana.it\/come-fare-per\/8732-assistenza-sanitaria-a-cittadini-stranieri-extra-ue\">student registration fee<\/a> for the current year is EUR 700. Registration is valid until 31 December of each year, regardless of the registration date, and must be renewed annually.<\/p>\n<p>To pay the registration fee you must use the <a href=\"https:\/\/www.agenziaentrate.gov.it\/portale\/schede\/pagamenti\/f24\/modello+e+istruzioni+f24\">form F24<\/a> by entering these details:<\/p>\n<ul>\n<li>PAYMENT CODE: 8846<\/li>\n<li>REGION CODE: 17<\/li>\n<li>REFERENCE YEAR: 2026<\/li>\n<\/ul>\n<p>The fee cannot be split and is related to the period from 1 January to 31 December (thus irrespective of the subscription date).<br \/>\nRemember to keep the payment receipt: you will need it to register with the ASL (local health agency) and choose a general practitioner. By registering at the SSN you will receive\u00a0 the<a href=\"https:\/\/www.salute.gov.it\/new\/en\/tema\/european-health-insurance-card-ehic-0\/\"> italian healh card<\/a> and you will be entitled to all services for free.<\/p>\n<p>Please notice: registration with the National Health Service ensures that foreigners receive the same treatment and have full equality of rights and duties as Italian citizens<strong> regarding healthcare provided in Italy, <\/strong>not abroad (Art. 62 of the Prime Minister\u2019s Decree 12\/01\/2017).<\/p>\n<p>Students with a study residence permit, who prove that they are working by presenting a <strong>subordinate employment contract<\/strong>\u00a0(as employee, not self employed) are<strong> entitled to register for free with the Regional Health Service<\/strong>. The documentation must be submitted to the ASL in Via Garibaldi 198, Pisa.<\/p>\n<h2>Private health insurance<\/h2>\n<p>For the residence permit first application is usually fine the health coverage you presented at our Embassy. Then, for the renewal of the residence permit, you must have health coverages admitted by the Police, valid in Italy and that declare<strong>\u00a0no<\/strong><strong>\u00a0spending limit<\/strong><strong>s<\/strong><em>\u00a0(for example 50 or 100 thousand euros or even 10 millions)<strong> for emergency hospitalization in Italy for its entire duration.<\/strong><\/em><\/p>\n<p>The Questura accepts, for example, private health coverage provided by <a href=\"https:\/\/www.unipi.it\/wp-content\/uploads\/Waitaly-example_page-0001.jpg\">WAITALY<\/a>, which costs EUR 140.00 for one year (for study reasons) and EUR 354.00 for one year for research reasons and <a href=\"https:\/\/www.waitaly.net\/pacchetti-welcome\/extra-ue-oltre-90-giorni\/%C2%A0\">can be activated online<\/a>.<\/p>\n<p>For the renewal of a residence permit, the Questura also accepts:<\/p>\n<ul>\n<li><strong>foreign insurance policy<\/strong>, that provides assistance valid in Italy and<strong> must<\/strong> <strong>not have spending limit<\/strong><strong>s<\/strong><em> for emergency hospitalization for its entire duration.<\/em><\/li>\n<li><strong>insurance policy with Italian institutions or companies<\/strong> accompanied by a declaration of the insurance company that confirms <strong>no\u00a0spending limit<\/strong><strong>s<\/strong><em>\u00a0 for emergency hospitalization for its entire duration.<\/em><\/li>\n<\/ul>\n<p><strong>Attention<\/strong> &#8211; Private health insurance policies:<\/p>\n<ul>\n<li>do not allow the registration with the SSN or to choose a general practitioner<\/li>\n<li>generally, you need to pay for the expenses and then claim a reimbursement from the insurance company.<\/li>\n<\/ul>\n<h2>Choice of general practitioner<\/h2>\n<p>In order to choose your doctor, you must first register with the National Health Service (see the instructions above)<\/p>\n<p>Once the payment has been made, the payment receipt (the remaining part of the postal slip stamped by the post office) must be presented to the Health District in via Garibaldi 198, Ufficio Assistenza Stranieri (FOREIGN CUP).<\/p>\n<p>At the District you can choose your general practitioner for free. The list of doctors can be found at the <a href=\"https:\/\/www.uslnordovest.toscana.it\/come-fare-per\/48-scegliere-medico-o-pediatra-di-famiglia\">relevant webpage<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>Attention:<\/p>\n<ul>\n<li>at the District offices, in addition to presenting your payment receipt, passport and tax code, you will need to leave a telephone number and your e-mail<\/li>\n<li>if you have changed your address (domicile) from what you declared when you applied for your tax code, it is essential, in order to avoid errors and delays in the delivery of the health card, to first update your address at the Agenzia delle Entrate, Via Matteucci 34<\/li>\n<li>don&#8217;t forget to ask about the location of the doctor&#8217;s office and the opening hours<\/li>\n<\/ul>\n<p>Students holding a study residence permit, who proves that they are working <strong>by presenting an employment contract, are entitled to register for free with the Regional Health Service<\/strong>. The documentation must be submitted to the ASL in Via Garibaldi 198, Pisa.<\/p>\n<h2>On-call Doctor Service<\/h2>\n<p>The <a href=\"https:\/\/www.uslnordovest.toscana.it\/guida-ai-servizi\/24-servizi-per-le-aziende\">On-Call Doctor service<\/a> provides basic medical assistance, both in the clinic and at home, for urgent situations that occur during nighttime hours or holidays.
